With reference to your letter of 22nd October 1930, No.72779/30, concerning the proposed removal of the Naval Armament Depot from Hong Kong to Stonecutters Island, I am commanded by my Lords Commissioners of the Admiralty to acquaint you, for the information of the Secretary of State for the Colonies, that the scheme has been explained to the Foreign Office, and there is no objection to it from the point of view of the Washington Treaty.

My Lords understand that it would be convenient for the Hong Kong Government to pay 16,258 before 31st March 1931 in order to settle the accounts of the Traya East Works and My Lords have arranged in the current estimates to receive that amount as an appropriation in Aid of Navy Votes.

They would be glad to be informed at an early date whether the first two instalments (i.e. the remainder of the 1st and the whole of the 2nd) will be received before the end of March 1932, so that the necessar, adjustment may be made in the forthcoming estimates now in course of completion.
